Future use of Manly Town Hall explored: Council EOI later in 2026

Expressions of interest (EOI) will be sought on redeveloping Manly Town Hall into a multi-use performance, cultural and exhibition space. 

Northern Beaches Mayor Sue Heins said Council will gauge commercial interest in the redevelopment, through an EOI process. 

“Council is interested to hear about innovative solutions to rejuvenate the Manly Town Hall in a way that maximises its value for the community, both now and into the future. 

“Any commercial redevelopment must preserve the building’s heritage significance, retain Council ownership, including staff and customer service centre relocation and ensure there is no cost to ratepayers. 

“We’re encouraged by the chance to engage with industry and identify partners who can help deliver a positive, long‑term outcome for the community,” Mayor Heins said. 

The EOI’s strict criteria will need to be met addressing:

  1. Provide long-term-benefit to Council.
  2. Respect the heritage value of the building and its curtilage.
  3. Is in keeping with community expectations of providing a multi-use performance and   exhibition space.
  4. Provide alternative solutions for Council’s operational needs in Manly.
  5. Would come at no cost to Council.
  6. Ensure that the ownership of the building remains in Council’s hands. 

Council will use the information from the EOI process to consider whether to pursue a planning proposal and a Public Private Partnership to be overseen by the NSW Government. 

Since 2019, Council has explored various options for the future use of Manly Town Hall, including options for cultural and community uses of the site. 

The EOI will be prepared and released later this year. Council recommends interest parties should register with Tenderlink to ensure they are notified when the EOI is released.

Member for Manly, James Griffin, has congratulated Northern Beaches Councillors for unanimously voting to progress the redevelopment of Manly Town Hall to the Expressions of Interest (EOI) stage at this month’s council meeting.

Mr Griffin said the decision marks an important milestone in revitalising one of Manly’s most significant historic buildings.

“I congratulate council staff on an excellent report an commend all councillors for coming together to unanimously support the next step towards breathing new life into Manly Town Hall,” Mr Griffin said.

“This is a positive and practical decision that keeps momentum going on a project with strong community backing.”

The EOI process will invite the market to explore options to transform the Town Hall into a multi-purpose theatre and live entertainment venue, while preserving its heritage and maintaining public ownership.

Mr Griffin paid particular tribute to Manly Ward Councillor Candy Bingham for her advocacy.

“I want to especially acknowledge Councillor Candy Bingham, who has been a fierce and consistent champion for this project,” Mr Griffin said.

“Her commitment to seeing Manly Town Hall restored as a vibrant cultural and community space has been instrumental in getting us to this point.”

Mr Griffin said the redevelopment has the potential to deliver significant cultural and economic benefits for the area and surrounding retail and hospitality businesses.

“A revitalised Town Hall would provide a much-needed performance and exhibition space, support local artists, and help boost our tourist economy all-year-round. It’s about respecting our history while creating something that will serve the community for generations to come.”

Mr Griffin said he looks forward to seeing the outcomes of the EOI process and the next phase of the project.
